As I've read the shared Compatibility Document for Android 7 (Nougat) there are a lot of promising things and based on what I've understood so far, AF2 and FP2 can run Nougat officially though Flash team still has to decide if they'll build it.
One particular item is the Vulkan API Requirement - which gave the impression as to why older Nexus devices were not given with Official Nougat Images (doesn't/won't have the right HW to support the Vulkan API). As on the documentation is not required for a device to have support for the Vulkan API though will have to properly call/set flags about it. This may be similar to some apps on the play store that will show that the device you have is not compatible and thus not allow to be installed.
There are other things as well like apk's installation will have to comply with APK Signature Scheme v2; multi-window implementation is on the discretion of the manufacturer's developer; call blocking is now required to be implemented; some security/kernel requirements too; data saver is not required for implementation
There are a lot and it is not just for phones but for anything Android

I really do hope, if it's possible, that we can get Nougat or at least provide us an option to build Nougat or even just a factory image of it from the devs AND yes, there's NO OFFICIAL ANNOUNCEMENT about this so fellow flashers here on the community, please do not assume that there's Nougat for the phones
